Richard Hibbs is completely independent of the police

Richard has never been employed by any police force and is uniquely qualified to be completely open, honest and transparent about the consequences of police action - and police inaction!

He is completely independent of party politics

He has never been a member of a political party and never will be. The Commissioner must be seen to be above party politics.

We need a Commissioner who has answers to the financial crisis facing North Wales Police

Households in North Wales pay the highest police precept outside London, yet the force is hoarding £40 million in the bank. Richard Hibbs wants a £20 rebate* to be paid out of reserves.

He has promised to bring the administration of justice closer to citizens, victims and witnesses

We need a massive programme of de-centralisation of police resources in North Wales, with police stations, front counters and police cells back where you actually want them, not miles away from where crimes are being committed week in week out.

Richard Hibbs understands the harm that illicit drugs and excessive drinking can do to communities

He will therefore work relentlessly on laying solid foundations for a drug-free society in North Wales, and introduce a policy of zero tolerance on illicit drugs and the effects of excessive drinking.

Richard Hibbs grew up in the Northeast of England. He has been thinking about crime and policing since 1987 when he studied on the MPhil course at the Institute of Criminology in Cambridge. He has lived and worked in Llandudno for almost twenty years, and run a successful business since 1997. His company trains mental health professionals and now employs 7 people on the Wrexham Technology Park. Richard is still a Welsh learner after 19 years (!) but is proud to support cultural life in North Wales as Principal Accompanist for Côr Meibion Colwyn.
